What I meant is that only the wearer of a shoe can know whether or not it's the right size, so you can't really comment on the sizing of someone else's shoes. Maybe his toes are curled over in pain. But presumably it would be possible to say something like "with feet your size, a different kind of shoe, with a lower profile, would work better with that outfit" or something similar to that.

This is a false syllogism, as it's possible to look uptight for reasons entirely unrelated to the tightness of one's foot- or underwear.
