Well let's take Corthay for example.
1) No runway show and not the type of brand that would aspire to.
2) No seasonal releases.
3) No aim of becoming a lifestyle brand and no full range of offerings (only shoes).
4) Coming from old trandition of artisans aimed at the upper classes (Pierre Corthay worked for Berluti and John Lobb).
5) No presence in fashion mags or among fashionista.
6) As much about a bespoke operation as their RTW (actually more like MTO) offerings.
7) Not part of large fashion conglomerate.
Basically they could count as a "luxury" brand but I wouldn't call them a fashion brand. I guess Louis Vuitton is a good example of a luxury brand that also became a fashion brand during it's revival.
