Like others have said, these folks are "characters" that show up at fashion shows etc. With the exception of that 12 year old boy (really... I'd not want my child going that deep into any sort of scene fashion or otherwise... obviously can screw a kid up real bad) the rest of them are what they are... a bit too attention-whoreish that love both positive and negative comments made on them. They'd rather stand out than just "be" and thus dress more outlandishly than is really comfortable or necessary.

But, it's the fashion world. Its the sartorial equivalent to the dudes who don body and facepaint at their favorite team's game.

Part of the reason that these guys seem to annoy everyone is the ensemble aspect. Most of them, individually, don't look too bad (OK some do, but some look good), and almost certainly wouldn't provoke such an aggresive response. As has been pointed out, the top left guy looks like a WAYWT from sz: tight black jeans - check; drapey scarf - check; drapey cardi/jacket - check; layered dark tees - check; dodgy hair - check.
