I don't like rules like these. Fashion is something that you should feel, not like menswear. It's more than just trying to look attractive or appropriate, it's trying to evoke a certain idea or emotion through a visual acknowledgement of the past/present.
That said, skinny pants tuck easily into boots with little thought, wider pants might require a wider boot opening or different boot height or compensation in visual weight up top. It's really an impossible question except on case-by-case basis because everything affects everything. The only real answer is try it and see if you feel it; if not, try something different and repeat.
