I'm guessing they just get stretched and pulled over time. Since the sleeves are usually quite long, it probably wouldn't be noticeable when worn.

No, those cuffs are long because the jacket is from a few years back. I believe '06. The intarsias back then had long cuffs. I prefer them that way. You can roll them up and down - like some kind of "glove" for your hands, aesthetically and functionally.
