It's definetly possible, I've seen someone receiving laces in a small plastic pocket once (from CCP), I remember he asked a shop but I can't recall which one. I think any C.C.P retailer might be able to help you though.

its sometimes referred to as the exploder jacket, not sure if thats the official name as "exploder" seems to refer to various jackets including the hooded parkas. it has been made on various seasons under drkshdw at least.
