As a waistcoat wearer myself, I feel I have to show some empathy and be constructive.
1. Try to take better pictures. Those do not make the garments any justice. Cleaning that mirror would be a good start.
2. No brown belt with black shoes. And for this particular belt, maybe it would be wiser not to wear it at all.
3. Sleeveless hoodie + vest is not a good idea. A vest is best worn with long sleeves shirts, and under something more substantial than a cardigan.
4. Orange is a difficult colour to handle. Your outfits being otherwise in colder/darker shades, your cardigan attracts all the attention, and I don't feel it really deserves it.
5. Nices pieces are not cheap, but there are ways to find some, wether it be on the Bay or here, in the classifieds. I'm not so rich myself, but you can always manage things.

Some feedback - as Galia said, there is nothing victorian neo- or arch- in your fits, except maybe for that waistcoat. A hoodie and sneakers must go. I am not saying throw them out, but they are not what you should be going for. Anyway, I think you meant to say neo-Edwardian and not neo-Victorian - somehow I doubt you want to dress in that manner. You should definitely look at Ann Dem's work - there are lots of Edwardian references there. Same goes for old Cloak - but good luck finding that. Some Yohji stuff might fit the bill as well - you should be looking for tailored things.
