There are places here and there in the US that offer official classes... they can be $$$$ unfortunately. The suggestion of asking a local cobbler for instructions/mentoring would be a great option. I'd venture to guess that if you offer them some bucks they'd gladly teach.
There are surprisingly few online options and few resources that outright tell you how to construct footwear and what instruments/tools you need for each step. There is a really lovely video series on youtube of a guy making some heinous dress shoes but it's literally step by step in high quality:

I can personally attest to the quality of the above pair of shoes. they are seriously substantial.let us raise a toast to ancient cotton, rotten voile, gloomy silk, slick carf, decayed goat, inflamed ram, sooty nelton, stifling silk, lazy sheep, bone-dry broad & skinny baffalo.
