This would explain a lot... parallels what some importers and distributors do with highly allocated wines... to get access to buy X number of bottles of the high demand stuff, you have to buy cases/pallets of the junk!

I was going to give that exact same example. I found it completely ridiculous, I'd rather have a limited number of allowed purchases (let's say Max 1 bottle per person) than having to buy 12 bottles of vinegar for a bottle of something decent...
